Owning a private pilot’s license does not mean you can fly into the blue sky at will.
So?
It is certainly not allowed to fly at will. Units and individuals engaged in general aviation flight activities shall abide by Article 7 of the Regulations on General Aviation flight Control, and if, according to the requirements of flight activities, it is necessary to establish temporary flight airspace, they shall apply to the relevant flight control authorities for the establishment of temporary flight airspace.
According to the Regulations on Flight Control of General Aviation jointly promulgated by The State Council and the Central Military Commission, general aircraft such as private aircraft must meet three conditions to fly. First, it needs an airworthiness license issued by CAAC;
Second, pilots must undergo rigorous training and obtain a pilot’s license.
The third is to apply to the air traffic control department for flight airspace and flight plan, after approval can fly.
